Long <br />Division Dnector <br />I have reviewed the above-named application, which was submitted to our office on your behalf by Southwest Land <br />Services, Inc. Overall the application materials and the several additional submittals appear well-prepared and meet <br />most of the requirements of the application. However, f have a number of questions which should be ansvered to <br />provide clarification to the application form and its exhibits. These items are listed below in the order of the <br />application item or exhibit to which they pertain. A few of the listed items included below are simply my <br />restatement of your information according to my understanding; if I have correctly interpreted your information no <br />additional comment by you is needed, and the item may be considered to be adequate. Items in [he application <br />package to which there is no reference herein are considered at this time [o be adequate. <br />Exhibit C -Pre-mining and Mining Plan Map <br />This exhibit submittal consists of two map sheets, "one of hvo" and "two of two." Sheet one of hvo contains <br />numerous inadequacies. It does not include enough space on the sheet to depict the full western boundary of the <br />proposed permit area, nor space enough to include any adjoining landowners' names on the west side, nor on the <br />northwest or southwest. <br />During the pre-operation inspection an additional road was observed, which is not depicted on the map. It appeared <br />to be a gravel led, private road which provides access [o the adjacent land to the south of the permit area. It <br />extended to tlme SSE from the utility corridor at the top of the ramp road which enters tlme permit area from the SE. <br />It exited the property via a cattleguard at the south fenceline. It should be added to this map (and to the reclamation <br />map if appropriate), and identified as a significant structure elsewhere in the application. <br />The stormwater control bernm depicted on the eastern edge of the affected area and as cross-section A-A' is given <br />fimrther explanation elsewhere in the application. Please describe whether it is to be native material left <br />wmexcavated, or aggregate material placed as fill. Please be reminded that it is not advisable to use topsoil as the fill <br />for stormwater controls, due to the risk of degradation and loss prior to reclanmation. <br />The site is presently covered in pinyon juniper woodland with intermixed rangeland vegetation. As time site is <br />stripped in preparation for mining, tlmere will be large amounts of woody debris generated, vvhiclm will have [o be <br />placed somewhere and handled somehow. Please show the stockpiling or disposal locations for this material on the <br />nmap. This information may affect tlmc bond estimate, since it involves a disturbance to reclainm. <br />
