<br />There is mention in the mining plan of overburden to be stripped before mining and reused after mining. Please <br />show where such material will be stockpiled during mining. <br />The last inadequacy noted about the map is that it contains no signature of the preparer, though one is required. <br />Sheet hvo of hvo appears adequate except that it also contains no signature of the preparer. To correct this might <br />require a resubmitted map. It would not require a resubmitted map if, instead, a short statement were provided by <br />the Wrap preparer, with appropriate signature and date. (For pertinent map standards and requirements, please <br />review Rules 6.2.1 and 6.43.) <br />Exhibit D -Mining Plan <br />The plan describes the affected area as 46.20 acres. That figure is questionable for at least three reasons: 1) There <br />is an as-vet-undepicted road through Phase 7, much of which will be disturbed and presumably will have [o be <br />realigned, possibly including portions outside the affected area envelope; 2) there is now a proposed undercrossing <br />of the overhead powerlines between Phases I and 7, which will also require final reclamation; and 3) there is a <br />short segment of access road in the permit boundap- but outside of and adjacent to Phases l and ~ which shows <br />different post-grading topographic contours (as depicted on the reclamation map) indicating disturbance to reclaim. <br />The amount of affected area is important because it affectes the bond amount. Please check these observations, <br />include these areas in your descriptions of areas to be affected, and revise the affected area acreage if necessary. <br />As mentioned above, there is a lack of information pertaining to the woody debris generated as part of site <br />stripping. Please provide the information, such as location of storage, methods of handling and disposal, amounts <br />expected, nature of materials, etc. <br />You state that overburden is expected to be up to six feet thick, and will be retained onsite for use in reclamation <br />shaping of the site. Please describe where it is to be stored in the phases, and how, if at all, it is to be protected <br />during mining. <br />There are several references to the stornnvater controls in the application, including the areal sizes of the several <br />ponds and height of the perimeter berm. Please state whether any of these structures was evaluated for adequate <br />capacity for certain storm events and for what size runoff contribution (watershed) area. <br />Is the drainage from the sedimentation pond to the retention pond to be via a constructed spillway, possibly <br />riprapped? It appears dtat haybales may be employed, but it is not clear if i[ is to be in a spillway or what the <br />embankment's surface material will be. <br />Will any upland diversions be employed'? It looks from the diagram as though an outlet pipe will be used on the <br />retention pond, but several details are not clear: what is the diameter and length of the pipe, what is the height of <br />the pipe from the (original) pond floor, what is the route of the outfall and is it to be riprapped? Will surface runoff <br />from these structures be the primary planned method of emptying the impoundments, or is percolation to be the <br />primary plaaned method? <br />Please describe die stratum underlying the gravel deposit to be removed, and whether the floors of the various pond <br />strnctures are to be situated on that material. <br />Will any upland diversions be employed? These details affect the onsite and downstream surfaces, and will affect <br />the bond amount. Please provide the information requested above to clarify these questions. <br />You have stated that the final 3: I slopes will be created after excavation. These final slopes will be attained partly <br />through backfilling the stockpiled overburden and probably b}' pushing down unmined material above the final <br />highw-all. l presume that the equipment used for mining will include dozers and loaders, which will produce a <br />highwall ofan average of 1:1. <br />
