<br />You provided a later submittal (received here on 3/20/00) requesting an "amendment to the application" for a <br />proposed addition of possible asphalt and concrete batch plants on the site. This addition does not constitute an <br />amcndntent, and the timeframc far review will not need to be extended. The request to include these activities in <br />the mining plan is approved, and they will be evaluated in the regular review now. First review question: What <br />R'pes of fluid containment will be used to prevent uncontrolled releases, which potentially ma} harm soil or <br />groundwater quality'? <br />Please respond [o all items above. 1 will use these factors and all answers provided to help in my initial bond <br />calculations. <br />Exhibit E -Reclamation Plan <br />Your seed mix does not include any fortis though, as submitted, it is acceptable. Your statement about fertilizer <br />does not make sense, however. 1 agree that it need not be applied unless a soil test indicates it is needed. The soil <br />test will indicate the amount of nutrients needed. You have committed [o a specific rate of application, without <br />knowing the amount that might be needed. You might consider changing your commitment to applying N and P at <br />a specific rate per acre, and simply state what maximum amount might be needed, and for which you would be <br />willing to bond for. Please comment. <br />You stated that reclamation of a phase will begin after mining has been completed there, and at [he same time the <br />next phase is being prepared for mining. The description of the phases of operation, however, indicate that the <br />staging area (Phase ])will remain unreclaimed until the end of mining the final phase. My bonding figures will <br />account for the phased reclamation, but must include sufficient amount for reclaiming Phase 1, mi active phase <br />(stripped and partially mined), and a phase which has been graded, topsoiled and seeded (but not revegetated). <br />Please provide better description of the types of reclamation activities needed for road reclamation, especially for <br />the powcrline undercrossing and [he private road in Phase 7. <br />Exhibit F -Reclamation Map <br />The map has a few inadequacies, some of which arc repeated from the mining map exhibit. This map has no <br />signature of [he preparer, though one is required. The western edge of [Iris sheet includes the full depiction of the <br />proposed permit boundary and fenceline, and the adjoining landowner to the west, but does not show the names of <br />any landowners to the NW or SW. <br />Does the haul road/ access road entering [he site on the NE at Please 1 simply terminate at the boundary of the <br />affected area? it is agreeable to me, but I only need [o know so that I can use the proper acreage for reclamation <br />activitiy costs. <br />Please depict the (presumabl}• realigned) private road which crosses Phase 7. If you are submitting a corrected <br />map, }•ou might want to include a couple of "cleaned up" topographic contours on the south and S W edges of Phase <br />7. Likewise, you might want to depict any envisioned off-permit access road cuts and fills, especially ~vltere the <br />new road crosses asteep-walled, 40-foot deep gulch. <br />Exhibit L -Reclamation Costs <br />The costs you provided appeared representative of most of the expected tasks. I will use this list in my awn <br />estimate. [f you can provide any information as to the types of equipment you used in your costs. I could possibl}• <br />try to match those t}•pes in my estimate. <br />Exhibit O -Owners of Record of Affected Land <br />This is adequate, though it should be noted that the applicant's address is not in Durango, but in Bayfield. You can <br />submit a corrected exhibit if you wish. <br />
