As such, enclosed with <br />this writing is the additional information as detailed by my last <br />writing dated August 8, 1988. Further, this letter is to <br />constitute a revised "Letter of Intent" addressing the issues as <br />set :forth by Section 35.8 setting forth the standards relative to <br />a Special Use Application. <br />With respect to the requirements of Section 35.8, I would <br />generally state that the property in question is located in a <br />relatively sparsely inhabited area of E1 Paso County, and the <br />property, because of its mineral content, primarily is useful for <br />sand and gravel operations. The land itself consists of some 540 <br />acres; and the mining is so situated as to be buffered by the <br />propErty in its entirety and therefore relatively isolated from <br />other- adjoining property owners. As indicated by the survey of <br />the property which depicts the disturbed areas, a relatively <br />small. portion of the property will be devoted to the sand and <br />graved operations such that the use will not result in an over- <br />interksive use of the land. Given the isolation of this property <br />from population centers and given the limited scope of the mining <br />operations, such use will not be unreasonably detrimental to the <br />public health, safety and welfare. Of primary concern with <br />respect to these operations is the creation of dust which will be <br />controlled by surface watering. The property is sparsely <br />vegetated and does not lend itself to grazing, residential or <br />other commercial uses. The history of this property is that of <br />a sand and gravel operation and per previous application, the <br />Mined Land Reclamation Division of the Colorado Department of <br />Natural Resources has issued a permit to the applicant for the <br />
