Rule 6.4 elates verq specifically that topsoil slwll be <br />removed and stocipiled from other spoil prior to <br />extraction. <br />I would agree that it is not practical to stockpile topsoil <br />from the 2tain Creek Pit, and the Soil Conservation Service <br />report suggests the soils at the Hall Gulch, Sportsmana <br />and L~lkhorn Springs Pit are similar-3y~eveloped. <br />P.owever, I have inspected several of the other pits and do <br />not agree that soil should not be salvaged frog the future <br />workings. Aa an example, Granite Construction Company, a <br />short distance to the II!d of the 11tile Pit, will be stripp- <br />ing 3-G inches of topsoil for salvage. The topsoil does not <br />have to have the large cobbles separated from the fines to <br />be useful. The Soil Conservation Service reports show <br />adequate topsoil davelopnent for the other sites which ward' <br />warrant stripping. ~ r.,l d. <br />Therefore, we will require that when topsoil of 3 inches or <br />greater in thickaeas is encountered during expansion of tha <br />
