Box E Paonla, Colorado 81428 RE: Final Reclaimed Configuration Response Orchard Valley Mine C-038-83 Dear Ms. Gordon: The Division reviewed the CWI report "Evaluation of Stability Monitoring Orchard Valley Mine Cuts and Fills for Colorado Westmoreland Inc." This report presents the results of one year's monitoring of inclinometers and piezometers installed near various fills and cuts at the Orchard Valley Mtne surface facilities. The purpose of these installations was to verify pro,Jections and assumptions made in analyzing the existing operational and proposed reclamation configurations for the surface facilities area at the Orchard Valley Mine. Certain of the mine site are demonstrating minor consolidation and shear-related vement. The observed movements are complementary with the earlier and projections. Last fall Colorado Westmoreland Inc. submitted a report prepared by Geo-Hydra Consultants, Inc., in response to Stipulation No. 23 placed upon their coal mine permit No. C-038-83. Stipulation No. 23 required the analysis and redesign of the proposed post-mining configuration for the surface facilities area of the Orchard Palley Mine. Stipulations of permit C-038-83 referred to a three-phase analysis and redesign program for the surface facility reclaimed configuration. This report satisfies one of the review conditions presented in the memo by Jtm Pendleton of November 29, 1983 that was sent to you.
