"As a portion of the phase II submittal, in September of 1983, Geo-Hydro <br />observed that several "sophisticated inclinometers stability monitoring <br />devices" had been installed within the surface facility area. The <br />purpose of these monitoring devices was to verify observations and <br />pro,~ectlons made by the consultant regarding the stability of the ma,~or <br />embankment fills within the surface facility area at the mine. The <br />applicant requested and received an extension of the originally <br />stipulated submittal deadline for phase fII's report, partially <br />justified by the need to accumulate inclinometer data for the period of <br />at least one year. However, no mention is made of this important data <br />within the phase III submittal. The applicant's consultant should amend <br />the submittal to Include discussion of the inclinometer monitoring <br />results." <br />This report satisfies the request for presentation of the Inclinometer data. <br />However, based upon the observed movement within several of the fills at the <br />Orchard Valley Mine site, we recommend that Colorado Westmoreland Inc. <br />continue periodic monitoring of those inclinometer and piezometer <br />Installations. The monitoring should be monthly or as Geo-Hydro recommends. <br />CWI should respond with a statement of the frequency of monitoring to be <br />done.
