Long <br />D rvisinn Director <br />As you know, I've been working on a reclamation plan for the Hawk's <br />Nest Coal Silo Facility. One aspect of the reclamation plan <br />involves removal of the coal waste on the Hawk's Nest site and <br />disposing of it in the Hawk's Nest Refuse Pile. I have been <br />speaking with Bruce Burturm of the County Health Department for <br />several months to determine the best location to haul and dump the <br />refuse material. Up until a few weeks ago, I was lead to believe <br />that the County would have no objection to disposal of this <br />material in the refuse area (the permitted area for Hawk's Nest). <br />However, recent conversations with Bruce Burturm has resulted in <br />more obstacles. Delta County has various requirements DMG must <br />commit to before coal waste can be disposed in the refuse pile. <br />1. The coal waste must be sampled by our lab (CTE) to assure <br />that it is suitable cover for the landfill. According to Janet <br />Binns, this would cost $200. <br />2. DMG would have a disposal fee of $5 a cubic yard. The <br />disposal fee could be reduced to $2 or $3 a cubic yard if DMG does <br />its own compacting. <br />3. DMG needs to re-divert the landfill's diversion ditch <br />that is now directed into the refuse pile trench. The coal waste <br />material would be located in this trench. The diversion ditch <br />would be roughly 200 feet. <br />The future plans for the landfill are to use the existing refuse <br />material as an intermediate cover in the landfill. This would <br />essentially involve moving the coal refuse into the landfill <br />roughly 200 feet away. Several tests were conducted by the County <br />this summer and it was determined that this material was suitable <br />for an intermediate cover. Any additional material brought in by <br />DMG would most likely be used a available cover in the landfill. <br /> <br />
