iii iuiiiiuiiu iii <br />999 <br />• PUBLIC NOTICE OF BLASTING SCHEDULE <br />Application No. C-96-084 <br />Your home, building or structure is located within one-half mile of the boundary of the Lorencito <br />Canyon Mine's permit number C-96-084, which is held by Lorencito Coal Company, LLC. The <br />Lorencito Canyon Mine is located 20 miles west of Trinidad, Colorado and southeast of Weston, <br />Colorado in Townships 33 and 34 South, Range 66 West, Section 33. The corporate address of <br />Lorencito Coal Company, LLC is: <br />Lorencito Coal Company, LLC. <br />4422 Bryan Station Road <br />Lexington, Kentucky 40516 <br />In accordance with the provisions of Section 4.09.3, Public Notice of the Blasting Schedule, <br />contained in the "Regulations of the Colorado mined Land Reclamation Board for Coal <br />Miuing", the mine operator (Lorencito Coal Company, LLC.) proposes the following blasting <br />schedule for Permit Number C-96-084. <br />Blasting will occur between sunrise and sunset, Monday through Saturday. Blasting will occur <br />only during the posted hours unless an uncontrollable safety hazard would occur if the blast were <br />delayed. Such safety hazards include, but are not limited to, events such as lightning, rain, other <br />atmospheric conditions, and deteriorated explosives. <br />• The blast schedule is for the period from October 13, 2001 through October 12, 2002. The blast <br />schedule and the meaning of the blast warning signals will be displayed at the entrance to the <br />mine on Highway 12. <br />The certified blaster and at ]east one other competent person will inspect the blast area prior to the <br />initiation of the blast. All other personnel will need to move to a safe location prior to the <br />initiation of the blast. The blast area will be barricaded so that unauthorized personnel can not <br />enter. After the blast area has been cleared, the certified blaster will sound an air horn or other <br />signal that is audible within one-half mile of the blast. The blast warning signal will consist of <br />three (3) reports that are each five (5) seconds in duration. 1'he certified blaster will initiate the <br />blast between one (1) and two (2) minutes after the blast warning signal. After the blast has <br />occurred, the certified blaster will inspect the blast area to verify that all of the blast holes have <br />been properly initiated, and no hazardous conditions exist. After completing the inspection, if no <br />hazards are found the certified blaster will initiate the "All Clear" signal, which shall consist of <br />one (1) report that is five (5) seconds in duration. No personnel will be permitted to return to the <br />blast area until the "All Clear" signal has been given. <br />• <br />
