NOTIFICATION OF YOUR RIGHT TO REQUEST APRE-BLAST SURVEY

Dear Sir or Madam:
Your home, building or structure is located within one-half mile of [he boundary of the Lorencito Canyon
Mute's permit number C-96-084, which is held by Lorencito Coal Company, LLC. The Lorencito Canyon
Mine is located 20 miles west of Trinidad, Colorado and southeast of Weston, Colorado in Townships 33
and 34 South, Range 66 West, Section 33. The corporate address of Lorencito Coal Company, LLC is:

The Lorencito Canyon Mine will incorporate controlled blasting to loosen [he rock so that i[ can be
removed by mobile equipment, uncovering the underlying coal beds. The blasting operation will be
directed by a certified blaster. All federal, state, and local regulations and guidelines will be followed. All
blasts will be designed to minimize ground vibration and air blast, and [o prevent fly rock.
As per Ilte "Regulations of the Colorado Mined Land Reclamation Board for Coal Mining, Section 4.08.2",
[he operator (Lorenciro Coal Company, LLC.) is required to provide written notification to all residents or
owners of dwellings or other structures located within one-half mile of the permit area, explaining how to
request apre-blast survey. The purpose of a pre-blast survey is to document [he condition of [he
• stmcture(s) and identify any physical factors [hat could reasonably be affected by the blasting. The survey,
if requested, will be completed at your convenience prior to [he commencement of blasting operations. The
cost of [he survey will be the responsibility of Lorencito Coal Company, LLC. A copy of the survey will
be provided [o you. If a structtre is renovated or otherwise improved subsequent to the commencemett[ of
blasting operations, a new pre-blast strrvey will be completed.
