CO 80203 <br />RECEIVED <br />PIOV ~ 41999 <br />Division of Minerals 8 Geology <br />Dear Mr. Raney: <br />In regards to the application made to and approved by Montrose County for <br />Western Fuels-Colorado LLC. <br />NOISE: Western Fuels is planning to mine the property that they have <br />purchased or leased, within the current state guidelines, either up <br />to my property line or within 300 feet of my home (which ever <br />benefits you the most). I know that at the Planning 8 Use meeting <br />held on September 23, 1999 Lance Wade brought signatures from <br />members of our community stating that the noise from the mining <br />operation did not bother them. How many of them had the mine <br />operating 24 hours a day on at least 2 sides and how many of them <br />live south-west of the mine so that the predominate winds carry the <br />noise and dust to their homes? In addition, how many of them are <br />receiving monetary compensation or have/will receive money from <br />Western Fuels in any form so that they would not complain about <br />noise and dust? I invite you to come spend an evening of listening <br />to the beeping and motor sounds that your operation makes. And <br />then get a decent night's sleep and go to work the next day feeling <br />refreshed. It doesn't happen. I purchased my property because it <br />is in a rural area and I would not have to listen to noise all day and <br />night long. So much for quiet and peaceful enjoyment! I <br />request that I be kept informed with reports showing that Western <br />Fuels is within all guidelines of dust and noise control. <br />BLASTING: By state law the ground can be moved 1 second per inch. What <br />does that mean? There has been no one that can explain that to <br />me. All I know is that my home can shake to the point that pictures <br />fall from the walls and T.V., nails can come loose in the floor and <br />walls, the wood box lid can fall shut and you are still within the <br />guidelines. Western Fuels has informed me that they will fix any <br />visible problems that happen because of operations but what will <br />happen as my house falls down around me due to the shaking? <br />Let it fall and then hear that "it's not my problem'. Did you hear <br />about the problems with my cistern? I never heard from youl <br />
