Next spring a final survey will be conducted <br />which will generate the as-built drawings for both haul roads. <br />included with this certification is one complete set of all density <br />tests and proctors performed during this entire construction <br />project. <br />Haul Road A construction started in the summer of 1995 and ceased <br />in November of that same year. Construction recommenced in the <br />spring of 1996 and was completed this fall. Haul Road B <br />construction took place during the fall of 1996 and was recently <br />completed in preparation for coal haulage in 1996 from the Yoast <br />Mine. All salvageable topsoil was either windrowed to the edges of <br />the road disturbance or stockpiled. Portions that were windrowed <br />have been replaced and revegetated. This certification covers <br />approximately 16,100 feet (3.05 miles) of Haul Road A and 6,100 <br />feet (1.16 miles) of Haul Road B. <br />In accordance with Rule 4, Part 4.03.1(1)(d) of the Rules and <br />Regulations of the Colorado Mined Land Reclamation Board pursuant <br />to the Colorado Surface Coal Mining Reclamation Act 34-33-101 et. <br />seq., I, Michael G. Altavilla, hereby certify that the construction <br />of Haul Roads A and B were inspected by myself. I, Michael G. <br />Altavilla, am a 1984 graduate in mining engineering and I have been <br />a Registered Professional Engineer in Colorado since 1992. I <br />visited the site on numerous occasions during the construction of <br />both haul roads. <br />I visited the construction site on a weekly basis over the entire <br />length of the project. Activities observed during these weekly <br />inspections consisted of topsoil removal, the placement of fill and <br />base materials according to the approved design and specifications, <br />as well as the installation of the appropriate culverts. All <br />activities were conducted in accordance with the prudent state-of- <br />the-art earthen construction. <br />Seneca Coal Company • P.O.
