Ms. Erica Crosby <br />November 22, 1996 <br />Page 2 <br />The purpose of my inspections and certification was to ensure <br />proper construction of Haul Roads A and B and to satisfy the <br />requirements of Rule 4.03.1(1)(d) of the Colorado Mined Land <br />Reclamation Division. <br />To the best of my knowledge, based upon my professional expertise <br />and to the extent possible, both haul roads at the Yoast Mine were <br />constructed with prudent state-of-the-art earthen construction. <br />Further, these structures were constructed in compliance with the <br />approved designs, to the extent possible, as specified in Tab 13 of <br />the approved permit. Drainage control is provided by culverts and <br />ditches. <br />Density test and proctors were taken to ensure proper compaction on <br />all fill areas. A copy of all test results are attached. All fill <br />was placed in accordance with specifications found in Tab 13 of the <br />approved permit. The road structure appears to be stable, <br />evidencing no indications of cracks, deep rutting, settlement, or <br />slope instability. The road width is adequate for the anticipated <br />volume of traffic. Cut and fill slope stability does not appear to <br />be a problem at the present time. <br />Because of the existing weather and field conditions the as-built <br />survey was unable to be done upon completion of the construction <br />and the subsequent deadheading of the 650 dragline along both haul <br />roads. This survey will be conducted in the spring of 1997. The as- <br />built haul road location, and the horizontal and vertical alignment <br />will then be shown on new exhibits and replace those shown on the <br />approved design exhibits. <br />To the best of my knowledge and belief, field adjustments made <br />during the construction of both haul roads are in conformance with <br />the Rules and Regulations and the intent of the approved design <br />plans and specifications as approved by the Colorado Mined Land <br />Reclamation~Aa~~on. <br />NOU 2 2 1996 <br />Co lorad~-oE .
