Banta, Director
Mined Land Reclamation Division
Colorado Department of Natural Resources
215 Centennial Building
1313 Sherman Street
Denver, Colorado 80203-2273
Dear Fred:
Y- •_-
~I po-~~%
February 10, 1989
Amendments to the Reclamation permit for the Colony Shale Oil Project
approved in 1982 and 1984 described the level of activities planned by
Exxon after continued full-state commercial development was determined to
be uneconomic in 1982. Work on the project has continued in accordance
with the approach described in these amendments. The required reclamation
and stabilization work has been completed, and the site is stable with
minimal risk of em~ironmental damage on or off site. We sincerely appre-
ciated having they quality of this work recognized with the 1987 Governor s
Reclamation Award for exceptional reclamation.
The 1984 amendment: covered work planned through 1989, with the expectation
that our plans for the project beyond 1989 would be updated as that time
approached. Since there is no significant change in our plans for eventual
full-scale commercial development of the project, and no additional acreage
will be disturbed in the foreseeable future, Exxon wishes to provide that
update by means of this letter.
Exxon's plans still include commercial development of the Colony project
when it is economic, but the timing remains uncertain. As we have done
since 1982, we will continue to perform activities related to the commer-
cial development of the project, consistent with our economic outlook.
Since most of the field construction which is prudent to do at this time
has been completed, and since the site has been stabilized through our re-
clamation efforts, the emphasis of our development activities after 1989
will be on researrh and technical studies to identify more efficient
methods of mininy and extracting oil from shale, and handling and revege-
tating spent shad?.
A DIVISION OF E%%ON CORPORATION
