In <br />addition, I have discussed this matter with Mike Long and Bruce <br />Humphries. I forward the following recommendations for your <br />consideration in reviewing Mr. Hardaway's request for approval of <br />cold weather seaming of geomembrane. <br />(1) Construction Cessation due to Onset of winter Conditions <br />If the Division approves this amendment to the technical <br />specifications we will have deleted the one technical <br />specification which would clearly curtail construction of the <br />heap leach liner upon the onset of winter conditions. In my <br />opinion, we must have an unambiguous, definitive specification <br />of those conditions which trigger winter shutdown. It must be <br />an objective determination, rather than a subjective opinion. <br />I recommend that CC&VG be required to modify its current <br />request for technical specification amendment to specify a <br />proposed procedure for triggering curtailment of construction <br />due to the onset of winter conditions. This procedure should <br />be as objective as possible. As such it should relate to <br />physical characteristics of the construction materials, <br />performance limitations of the equipment, or meteorological <br />observations. A11 monitoring necessary to implement the <br />procedure, such as air or subgrade temperature or <br />meteorological recording shall be included as a component of <br />the CC&VG proposal. The procedure shall be self triggering. <br />The triggering of the process shall allow sufficient time to <br />implement the necessary shutdown operations. Once triggered, <br />no reprieves shall be afforded to CC&VG, unless a procedure <br />has been specified to resume construction activity. <br />
