n <br />u <br />Memo to Berhan Keffelew <br />Cresson Cold Weather Installation Spec. <br />page 2 <br /> <br />(2) Construction Shutdown & 9interization Procedure <br />In the event that the above required curtailment of <br />construction due to the onset of winter conditions were to <br />occur, it will be necessary for CC&VG to winterize the <br />incomplete facilities in order to avoid damage and <br />deterioration. As a portion of their request for amendment <br />CC&VG should submit a procedure for construction shutdown and <br />winterization. This procedure shall specify any temporary <br />cover installation, temporary drainage diversion, or other <br />accommodations required to protect the partially completed <br />facilities from deterioration during the winter and ensuing <br />spring melt. The submittal shall also specify any monitoring <br />and maintenance necessary to assure protection. Finally, the <br />procedure shall also specify any operational limitations which <br />lack of completion impose upon use of the facilities. <br />(3) Resumption of Construction Activities <br />At some point in time it will be appropriate to recommence <br />construction activities. CC&VG should propose a procedure to <br />determine when construction activities may recommence. This <br />procedure should be as objective as possible. As in the case <br />of construction curtailment, it should relate to physical <br />characteristics of the construction materials, performance <br />limitations of the equipment, or meteorological observations. <br />If additional monitoring is required to implement the <br />procedure, it shall be included as a component of the CC&VG <br />proposal. The procedure shall also be self triggering. <br />(4) Construction Resumption Procedure <br />When the resumption of construction due to the passage of <br />winter conditions occurs, it may be necessary for CC&VG to <br />reinspect and recertify the incomplete facilities in order to <br />verify that damage and deterioration has not occurred. As a <br />portion of their request for amendment CC&VG should submit a <br />procedure for reinspection and recertification of the <br />incomplete facilities prior to the resumption of construction. <br />This procedure shall specify any reinspection and retesting <br />required to ensure the detection and correction of any <br />unanticipated deterioration of the partially completed <br />facilities which may have occurred during the winter and <br />ensuing spring melt. <br />In my opinion it is imperative that all of Division's conditions, <br />including any specific technical requirements you, Allen Sorenson <br />
