I have reviewed Mr. Hardaway's letter to you of August 1, 1994. In
addition, I have discussed this matter with Mike Long and Bruce
Humphries. I forward the following recommendations for your
consideration in reviewing Mr. Hardaway's request for approval of
cold weather seaming of geomembrane.
(1) Construction Cessation due to Onset of winter Conditions
If the Division approves this amendment to the technical
specifications we will have deleted the one technical
specification which would clearly curtail construction of the
heap leach liner upon the onset of winter conditions. In my
opinion, we must have an unambiguous, definitive specification
of those conditions which trigger winter shutdown. It must be
an objective determination, rather than a subjective opinion.
I recommend that CC&VG be required to modify its current
request for technical specification amendment to specify a
proposed procedure for triggering curtailment of construction
due to the onset of winter conditions. This procedure should
be as objective as possible. As such it should relate to
physical characteristics of the construction materials,
performance limitations of the equipment, or meteorological
observations. A11 monitoring necessary to implement the
procedure, such as air or subgrade temperature or
meteorological recording shall be included as a component of
the CC&VG proposal. The procedure shall be self triggering.
The triggering of the process shall allow sufficient time to
implement the necessary shutdown operations. Once triggered,
no reprieves shall be afforded to CC&VG, unless a procedure
has been specified to resume construction activity.
