M-2001-001. <br />With regard to Mr. Held's claim that the pre-hearing conference was not <br />an "adjudicatory proceeding," please ask him to read the APA (C.R.S. § 24-4- <br />102(2) (2001)) which defines "adjudication" as: "Adjudication" means the <br />procedure used by an agency for the formulation, amendment, or repeal of an <br />or er ....
