Madsen, BCCM <br />FROM: Henry Sauer, Project Scientist <br />RE: RECLAMATION SUMMARY, GOLD HILL MILL, PERMIT M-94117 <br />1.0 Introduction <br />An attempt has been made to ascertain the contents of the approved reclamation plan for the Gold <br />Hill Mill (Permit M-94-117). A cleaz and thorough understanding of the approved designs, <br />techniques and methods for performin reclamation at the Gold Hill Mill is not practical at this <br />time. The apparent reason for this is the ARplic?fion for A Milling and Recl oration Perrtut. <br />ld ill Mill :mired m=ace Perntit (hereafter, original reclamation permit) submitted by <br />Colina Oro Molina, Inc. (COM IncJ was deemed inadequate by the Division of Minerals and <br />Geology (DMG). As a result of the DMG's finding of inadequacy and the incomplete and <br />technically inadequate nature of the original reclamation permit, numerous adequacy reviews by <br />the DMG have ensued. COM Inc. has responded to the DMG review comments. Some of the <br />COM Inc.'s responses to the DMG relate to the reclamation of the Gold Hill Mill. Based on a <br />conversation with Allen Sorenson (DMG) on May 8,1996, Golder Associates Inc. (Golder) has <br />determined that an approved permit exists and the approved reclamation plan is a combination of <br />the original reclamation permit and COM Inc.'s responses to DMG's adequacy reviews. Thus a <br />disjointed reclamation plan exists. <br />The purpose of the reclamation summary contained herein is to organize the reclamation plan <br />commitments in a discernible fashion. Reclamation-oriented excerpts have been extracted <br />verbatim from the documents reviewed and categorized according to subject matter. Each <br />excerpt will be followed by a descriptor of the document from which it was extracted. Each <br />document enumerated below has been identified as Item 1, 2, or 3. Italicized passages have been <br />added by Golder for clarity. Some tables and maps which were referred to in the original <br />documents, have been reproduced. Bulleted excerpts have been superseded by the preceding <br />excerpt, subsequent to adequacy reviews. No attempt has been made to either comment on or <br />revise the design of the reclamation plan. Attachmem 1 which was prepared by Fox Errgineerirrg <br />and presents what Golder believes aze the most recent reclamation cost estimates. <br />.~.~ Golder Associates <br />
