BANTA, Director <br />DATE: Octooer 20, 1989 <br />T0: Mike Savage <br />FROM: David Berry's <br />RE: CMA Award Nomination - Large Surface Mine -Colorado Yampa Coal Co. <br />Eckman Park, Mine 1 , Mine 2 <br />I hereo,y nominate the above-referenced operation as a candidate to receive <br />the 1989 CMA (large surface mine) reclamation award. The site has been active <br />throughout 1989, with both mining and reclamation activities proceeding on a <br />rapid schedule. <br />Permitting <br />The operator seems to have greatly improved cooperation during the permitting <br />processes. Revision submittals are concise, accurate and seem to require less <br />and less scrutiny as time progresses. The operator has been very cooperative <br />in our effort to reorganize the permit document through a gradual revision <br />process. Plans are implemented carefully, and under close monitoring by the <br />mine environmental staff. The operator has been much more willing than in <br />past years to incorporate specific wording and conditions which enable the <br />Division to better ensure compliance. The operator has also been discussing <br />all revision material prior to formal application to better prepare the <br />package for approval. <br />CMA Participation <br />As is well known, CYCC is one of the most active coal operators during CMA <br />review processes. Their positions are not usually in agreement with ours; <br />however, it can be said that their interests are consistent with the interests <br />of industry 1n general. <br />Compliance <br />One Notice of Violation was issued to CYCC during 1989. This violation was <br />consigered to be of relatively insignificant environmental importance.
