Memo - Mike Savage - 2 - Octooer 23, 1989 <br />Given the total magnitude of this operation, the CYCC compliance record is <br />excellent. No major violations have been noted. The operator consistently <br />and quickly implements all recommended maintenance actions during or shortly <br />after each inspection. Mine staff frequently tour the site as part of their <br />monthly duties to ensure that violations have not occurred. Communications <br />seem to be good petween ground crews and environmental staff, thereby ensuring <br />compliance with permitted plans. <br />Mining/Reclamation Activities <br />CYCC has actively pursued reclamation and related maintenance activities <br />throughout 1989. They are currently backfillinq Area 51 with the dragline <br />and, so far, indications are that AOC is being met. Topography cross-sections <br />are provided to the Division as grading Drogresses, and prior to topsoil <br />re-application, so that we may identify problems at an early stage. None <br />have been observed to date. Topsoil application is proceeding as quickly as <br />possible given equipment constraints. The operator consistently meets the <br />required topsoil reclamation depth requirements. Seeding is also on schedule <br />following topsoil application. The operator is using an alternating strip <br />seeding method, wnerebv alternate basses are made with separate shrub, forb <br />and grass seed applications. Initial results are encouraging. <br />Adgitionall.y, channel improvement projects have been completed in accordance <br />with all plans. Rill and gully maintenance is pursued diligently. <br />In general, this operator seems to be making great efforts to cooperate with <br />the Division and to implement good reclamation. <br />DAB/ern <br />0570E <br />
