Deployment and anchoring of geotextile over the surface of the <br />tailings, taking care not to damage the tailing pond liner. <br />2. Placement of two foot minimum of chemically inert, well graded rock <br />fill over the geotextile covered tailing surface, taking care not to <br />damage the tailing pond liner. The graded rock fill may be borrowed from <br />the area above (north/northwest) of the pond, or may be imported from a <br />permitted off-site borrow or gravel pit. If a borrow area above the pit <br />is utilized, topsoil must be segregated for use in reclamation, and the <br />borrow area must be reclaimed by grading for positive drainage with slopes <br />not to exceed 3H:1V, topsoil replacement, and revegetation with grasses <br />trees and shrubs approved in the permit. <br />3. Placement of a minimum of 4 inches of topsoil over the graded rock <br />fill. Topsoil to be imported from an off-site source. The covered and <br />topsoiled tailings area will then be seeded with the grass mixture <br />specified in the permit, and mulched (wood fiber mulch is specified). <br />4. The outslope of the tailing pond embankment needs to be revegetated <br />using the grass, tree, and shrub species listed in the permit. Those <br />areas showing good vegetation establishment should not be redisturbed. <br />Bare areas need to be covered with 3 to 4 inches of topsoil and seeded and <br />mulched. Additional trees and shrubs may need to be planted (66 tree <br />seedlings and 29 shrubs seedlings specified for this area). <br />5. The ore storage yard and ramp to the coarse ore bin needs to be <br />reclaimed. This is to be accomplished by grading and shaping for positive <br />drainage, with slopes created less than 3H:lV preferred, but in no case <br />steeper than 2H:1V. Lime may need to be applied if the substrate is <br />acidic. Sufficient plant growth medium must be applied to assure <br />vegetation establishment that will meet the performance standard of Rule <br />3.1.10. The thickness of the plant growth medium to be required will <br />depend on the toxicity and acidity of the graded substrate, with a minimum <br />thickness of 4 inches specified.
