Cattany <br />Division Director <br />Natural Resource Trustee <br />This letter is in response to a letter (April 17, 2005) from Wayne R. Erickson of Habitat <br />Management, Inc. (and a copy of this letter is being provided to Mr. Erickson). Mr. Erickson is <br />commended for a comprehensive and well-prepazed plan. <br />There appears, if the monitoring is to provide a basis for release of all remaining reclamation bond, <br />to be a discrepancy between the number of acres requiring revegetation identified in the list of <br />remaining reclamation work of the bond release SL-09 findings document [generated by the <br />Division of Minerals and Geology (Division)] and the acres identified in the Edna Strip Mine <br />Vegetation Bond Release Monitoring Plan (Monitoring Plan). A comparison follows: <br />Area Descri lion Monitorin Plan acres SL-09 Findin s acres <br /> <br />West Rid e Area 466 303* <br />Center Ride 15.6 <br />East Ride 37.5 <br />Moffat Area 439 342 <br /> <br />*This number includes the disturbance (115 acres) associated with the West Ridge diversion ditch. <br />This ditch appears to be reported as reclaimed in the Monitoring Plan (page 3). <br />Although the numbers in the Monitoring Plan appear to be conservative with those of the SL-09 <br />bond recapitulation, reconciliation is required to determine that the sampling is appropriate to areas <br />pending bond release. In this regard, please submit a lazge scale map and description of the Phase I <br />bond released areas that have not obtained approval of Phase II and Phase III reclamation, and, if <br />any, any azeas that require Phase I, Phase II, and Phase III bond release (other than the office and <br />access road azea on Charter Oak properties in the Oak Creek drainage). <br />Overall, the proposed sampling plan agrees with the Regulation, Guidelines and Edna Permit <br />Office of Office of Colorado <br />Mined Land Reclamation Active and Inactive Mines Geological Survey <br />
