This will eliminate vegetation debris <br />o:hich creates strong visual contrasts and would become a visual <br />impact for people traveling the Stevens Gulch Road. <br />2. Sequential development staees and bench configuration steps <br />identified in diagrams I-18 and I-19 (attached) will be folloo:ed <br />by CWI in the developr:~ent of the subject refuse disposal site. <br />3. CWI will maintain a $5,OD0 perforsr~ance bond for the subject refuse <br />area. <br />4. CWI will request by letter at the appropriate time as directed <br />by the BLD1's authorized officer, that the subject TLUP be converted <br />to a long-term lease under Section 302(a) of FLPttA. The subject <br />TLUP is temporary authorization to construct and use the public <br />lands in question pending the completion of tong-term lease <br />regulations. <br />5. Excessive watering of rehabilitated areas will not be allowed. <br />Only enough water to meet consumptive use of the vegetation will <br />be applied. <br />6. Refuse will be covered by at least 15 to 18 inches of topsoil and <br />seeded with the aid of mechanized equipment. <br />7.. As it becomes necessary, additional topsoil will be obtained from <br />off-site sources. <br />8. To further control erosional impacts, revegetation of disturbed <br />area will co.~mence during the late fall or early spring period <br />i mediately following construction. Selected species must include <br />a diversity of grasses, fortis, and shrubs native to the area or <br />oath proven adaptability. The plants chosen must be capable of <br />sustaining and regenerating themselves under existing soil and <br />climatic conditions, although supplerwntal moisture and nutrients <br />may be used during initial establishment. <br />9. Construction activity will be prohibited within the critical <br />wintering area during the period o:hen deer and elk are concentrated <br />(usually Dece,:,ber 1 to April 15). In light winters, this will not <br />be necessary and the authorized officer may grant permission to <br />work after consultation with the Division of Wildlife (DDW).
