The report was prepared by <br />Geo-Hydro Consulting, Inc., consultant to the operator. This report <br />presents the results of one year's monitoring of inclinometers and <br />piezometers installed near various fills and cuts at the Orchard Ualley <br />Mine surface facilities. The purpose of these installations was to <br />verify projections and assumptions made in analyzing the existing <br />operational and proposed reclamation configurations for the surface <br />facilities area at the Orchard Valley Mine. <br />In brief, the past year's slope stability monitoring does verify the <br />assumptions and projections made by the consultant to date. Certain <br />of the fills at the mine site are demonstrating minor consolidation and <br />shear-related downslope movement. The observed movements are <br />complementary with the earlier assumptions and projections. <br />Last fall Colorado Westmoreland, Inc. submitted a report prepared by <br />Geo-Hydro Consultants, Inc., in response to Stipulation No. 23 placed <br />upon their coal mine permit No. C-038-83. Stipulation No. 23 required <br />the analysis and redesign of the proposed post-mining configuration for <br />the surface facilities area of the Orchard Valley Mine. Stipulations of <br />permit C-038-83 referred to a three-phase analysis and redesign program <br />for the surface facility reclaimed configuration.
