~. <br />i <br />-2- <br />"As a portion of the phase II submittal, in September of 1983, <br />Geo-Hydro observed that several "sophisticated inclinometers <br />stability monitoring devices" had been installed within the surface <br />facility area. The purpose of these monitoring devices was to <br />verify observations and projections made by the consultant regarding <br />the stability of the major embankment fills within the surface <br />facility area at the mine. The applicant requested and received <br />and extension of the originally stipulated submittal deadline for <br />phase III's report, partially justified by the need to accumulate <br />inclinometer data for the period of at least one year. However, <br />no mention is made of this important data within the phase IIT <br />submittal. The applicant's consultant should amend the submittal <br />to include discussion of the inclinometer monitoring results." <br />This report satisfies my request for presentation of the inclinometer <br />data. However, based upon the observed movement within several of the <br />fills at the Orchard Valley Mine site, I recommend that we require <br />Colorado Westmoreland, Inc. to continue periodic monitoring of those <br />inclinometer and piezometer installations. <br />My memo of November 29, 1983, also included several additional requests <br />for information. First, I observed that additional information should <br />be submitted regarding detailed discussion of techniques to be utilized <br />in accomplishing the various proposed earth work during reclamation. <br />Secondly, I observed that Stipulation No. 23 also required Colorado <br />Westmoreland, Inc, to submit cost estimates for completing any proposed <br />regrading which might result from the redesign exercise.
