~.
i
-2-
"As a portion of the phase II submittal, in September of 1983,
Geo-Hydro observed that several "sophisticated inclinometers
stability monitoring devices" had been installed within the surface
facility area. The purpose of these monitoring devices was to
verify observations and projections made by the consultant regarding
the stability of the major embankment fills within the surface
facility area at the mine. The applicant requested and received
and extension of the originally stipulated submittal deadline for
phase III's report, partially justified by the need to accumulate
inclinometer data for the period of at least one year. However,
no mention is made of this important data within the phase IIT
submittal. The applicant's consultant should amend the submittal
to include discussion of the inclinometer monitoring results."
This report satisfies my request for presentation of the inclinometer
data. However, based upon the observed movement within several of the
fills at the Orchard Valley Mine site, I recommend that we require
Colorado Westmoreland, Inc. to continue periodic monitoring of those
inclinometer and piezometer installations.
My memo of November 29, 1983, also included several additional requests
for information. First, I observed that additional information should
be submitted regarding detailed discussion of techniques to be utilized
in accomplishing the various proposed earth work during reclamation.
Secondly, I observed that Stipulation No. 23 also required Colorado
Westmoreland, Inc, to submit cost estimates for completing any proposed
regrading which might result from the redesign exercise. To my knowledge
neither of these additional informational requests have been satisfied.
/ep
cc: Ed Bischoff
