P.E. <br />$~ale Engineer <br />We have received your letter of November 24, 1999 requesting renewal of the above <br />referenced substitute water supply plan. <br />This plan has been operating since 1987. Water is pumped from 8-Mile Creek into a <br />pond for subsequent gravel processing. No ground water is exposed in this operation. The <br />current replacement source of water is supplied by the City of Colorado Spring's Twin Lakes <br />Canal Company account, Turquoise CF&I account, or Pueblo Reservoir. The applicant has <br />obtained a purchase agreement for up to 20 acre-feet per year from the City of Colorado <br />Springs (City) up until December 31, 2002. <br />The projected total annual consumptive use for this plan period is approximately 20 <br />acre-feet and is broken down as follows (see Table No. 1): <br />1. Dust control will consume 10.0 acre-feet. <br />2. Evaporation will consume 4.$ acre-feet (30"/12" x 1.6 acres}. <br />3. Moisture retained in washed material will be 2.9 acre-felt. <br />4. Transit losses of 12% constitute 2.1 acre-feet. <br />The State and Division Engineers have reviewed the plan and the adequacy of each <br />source of water provided for use as augmentation water, including, where necessary, the <br />historical consumptive use of each water right, and return flows from diversion of waters <br />imported into the Arkansas River Basin or other fully consumable waters proposed for use <br />as augmentation water. In accordance with Section 25-8-202(7), C.R.S. and Senate Bill 89- <br />181 Rules and Regulations adopted on February 4, 1992, the State Engineer has <br />determined that subject to the terms and conditions below, the replacement supply is of a <br />quality to meet the requirements of use to senior appropriators. <br />August 30, 2000 <br />
