Lochhead <br />FROM: Dan Mathews lll:::`~/ Eaecmrve oireaur <br />MichaelB Long <br />RE: Materials for OSM review of Deserado refuse dispds'~T'one<~or <br />contemporaneous reclamation. <br />I'm not sure how in depth a review OSM is planning to do to prepare <br />for the inspection, but with the possible exception of the January, <br />1996, refuse cover depth study final report, I think all the <br />necessary materials should be available at our Denver office if <br />they are not on file at OSM. <br />The narrative section of the application which specifically <br />addresses refuse area disturbance acreage, and reclamation <br />sequence is on pages IV-21 through IV-26, of Volume 4 of the permit <br />application. This section indicates that "about 120 acres may be <br />in use at any one time", and "in general, as a sub-area becomes <br />full, it will be closed and the reclamation will be completed as <br />the sub-area adjacent to it is opened. However, more than two <br />subareas may be open at the same time if the refuse handling need <br />(drying and compacting) dictates." Currently three refuse sub- <br />areas are open RA-2/3, RA-4, and RA-5. The total disturbance <br />acreage (from lap 76) is listed as 121 acres. Opening of RA-5 was <br />approved by the Division in 1994, due in large part to problems <br />which had been encountered prior to that time with respect to <br />refuse handling and drying (additional area was needed to allow for <br />refuse to be spread to dry). <br />The contemporaneous reclamation issue is addressed less directly in <br />the Fish and Wildlife Plan, on pages iV-48 through IV-56, also in <br />Volume 4. The refuse cover depth study plan is summarized on pages <br />V-22 through V-24, of Volume 4. Reclamation cost estimate summary <br />is provided on pages V-60 through V-62 of Volume IV, and a <br />complete, updated cost estimate is on file in our Grand Junction <br />Office, and I believe it is also on file in Denver. <br />Pertinent permit maps include Maps 76, 77, 77A, 81, and 83. Map 76 <br />contains a reclamation schedule which indicates that Refuse Areas <br />2/3, and 4 would be reclaimed in 1996. Because these areas have <br />not yet reached capacity, the schedule will likely have to be <br />revised. Map 81 depicts final reclamation contours for RA-2/3, and <br />RA-4 which appear to be outdated, as they do not correspond to the <br />-, <br />.5 ~~ <br />
