East Pit, Southfield Mine, T.R. 9, C-81-014 <br />Dear Dr. Corley and Mr. Weaver, <br />The Division felt that it would benefit all parties to review <br />commitments made during the August 29, 1991, meeting requested by <br />Dr. Corley on permitting of the G.E.C. East Pit for coal processing <br />waste disposal by Energy Fuels. There were three major topics of <br />discussion at this meeting: cover material for the coal processing <br />waste; the cost of operating and bonding the East Pit; and the <br />initiation of reclamation work in the Section 24 portion of G.E.C. <br />The Division will consider two cover scenarios for the coal refuse. <br />EFCI will either provide four feet of non-toxic cover or combine <br />the use of a capillary barrier with sixteen inches (16") of non- <br />toxic cover to eliminate the sodicity hazard from the waste. <br />The Division offered EFCI the opportunity to permit only a portion <br />of the pit. When reclamation of that portion of the pit is <br />complete, CMLRD may contract with EFCI to reclaim the rest of the <br />pit for $100,000. Later discussions with Mr. Frank Johnson <br />indicated that this offer is contingent on approval of this <br />scenario by the FDIC. Details of this approval process will be <br />discussed shortly by Mr. Munson and Mr. Johnson. <br />Mr. Acres indicated that EFCI would make a decision about the <br />economic viability of the project within a week. <br />Dr. Corley expressed his reluctance to disturb any additional <br />acreage to achieve reclamation of the East Pit. However, he <br />affirmed that EFCI could perform highwall reduction within the <br />
