Long <br />Dmicion Director <br />1 have reviewed Lorencito Coal Company's revised pages; 2.05-59a, 2.05-60, 2.05-666, 2.05-66c, 2.05- <br />66d, 2.05-73, 2.05-73a, 2.05-74, 2.05-75 and Figure 2.05.5-19a. Technical Revision No. 2 was submitted <br />in response to Stipulation No. I I to the permit. Stipulation No.l 1 required that Lorencito Coal Company <br />incorporate a shrub establishment plan addressing concerns [he Colorado Division of Wildlife and the <br />Division of Minerals and Geology identified in the original permit review. <br />Lorencito Coal Company appears to have incorporated the majority of the CDOW's recommendations <br />identified in the Division's letter dated June 5, 1997. These recommendations include locating <br />concentrated shrub plots; near undisturbed edges, in drainages, with North vs. South aspect, flat vs. steep <br />slopes, with proximity to water, and relate the type of shrub used to the area of establishment. Lorencito <br />Coal Company has proposed a combination of mature transplant shrub "islands' and strip seeded shrub <br />plots. Lorencito Coal Company appears to have placed shrub plots based upon aspect, topography, <br />drainage Icxation, and closeness of "edge." Species chosen for the strip seeded plots are appropriate and <br />representative of local species. <br />Several items that require correction or clarification by Lorencito Coal Company include: <br />1 hz pagination of revised pages 2.05-666 and 2.05-66d seem incompatible with the approved <br />permit pagination. The Division believes that revised page 2.05-666 needs to be numbered " 2.05- <br />65a" to allow for proper insertion into the permit. Likewise, revised page 2.05-66d should be <br />renumbered "2.05-666." Please revise the page numbers as appropriate. <br />2. Revised page 2.05-666 (rev. February 13, 1998) describes hydroseeding the shrub seed mix on <br />steeper slopes. How would hydroseeding fit with strip seeding? Would the grass/forb mix be <br />combined in the hydroseeder with the shrub mix? Would hydromulching be conducted on <br />hydroseeded areas and would it be carried out as a separate step? Please give additional <br />information should hydroseeding be considered fur seeding of steeper slopes. <br />3. Clarification is needed in Lorencito Coal Company's discussion of sampling methods for <br />determining vegetation success, found on pages 2.0>-73 and 2.05-73a. It is unclear if [he strip <br />seeded shrub plots (seed mix Table 2.05.4-2 and 2.05.4-2a) will be sampled distinct from <br />reclaimed areas seeded solely with [he Seed Mix shown in Table 2.05.4-2.
