In particular, I
refer to Rule 2.06.8(3)(b) which requests for AVF determination,
"sufficiently detailed geologic, hydrologic, land use, soils and
vegetative studies" to be conducted.
I would like to have input in the following areas:
per Rule 2.06.8(3)(b)(iv-v)
- tests to provide subirrigation presence based on
ground water monitoring, representative water
quality and requirements of vegetation.
- tests which provide flood irrigable potential
per Rule 2.06.8(3)(c)(i)(A-B)
- clarification on "minimum size" of valley floor
- clarification on unconsolidated streamlaid deposits
of "sufficient size" and what tests need to be
performed to determine this.
- determination of "inherent productive potential"
- tests recommendation to determine "sufficient water"
to support agricultural activities" and (I-III):
existence of flood irrigation;
capability of flood irrigation and;
subirrigation derived from the groundwater
system of the valley floor.
The reason for this meeting is because Pittsburgh and Midway,
operators of the Edna Mine have submitted a permit revision to
declassify a six mile stretch of Oak Creek above and below the mine
as an AVF. Previous AVF designation was made in 1981 by the
Division in agreement with the operator, P & M.
