~ ~ • • <br />According to the OSM guidelines for AVF identification, the <br />definition of an AVF is based on three parameters: one, located in <br />a topographic valley with an associated stream channel; two, <br />underlain by unconsolidated deposits; and three, has an <br />agricultural importance. The guideline states, "8tream valleys <br />which do not have any agricultural importance or whose importance <br />is not related to the greater water availability of the valleys are <br />not alluvial valley floors." To date, there is no agricultural use <br />or practice within the six mile stretch of Oak Creek under <br />consideration. The area has been subjected to various pre-law <br />mining disturbances, roadway and railroad construction and channel <br />alteration and straightening. P & M have submitted a permit <br />revision and provided a field reconnaissance survey illustrating <br />the lack of agricultural importance and practice above and below <br />the mine. <br />On this lack of agricultural use stance, P & M are requesting that <br />Oak Creek be declassified as an AVF. To respond to their revision <br />I need to itemize what additional surveys and tests are necessary <br />to make the decision on AVF determination. At the meeting I will <br />provide the historic data and testing that was originally conducted <br />on oak Creek. <br />Please bring your suggestions and ideas for a general discussion on <br />technical support for AVF determination. <br />Thank you. <br />
