Virginia <br />Gunnison, Colorado 81230 <br />Re: Relocation of Additional Existing Facilities <br />Dear Steve: <br />As we discussed by telephone on January 16, and in our previous <br />conversations, Oxbow Carbon and Minerals, Inc., Sanborn Creek Mine <br />is in the process of preparing for modification of the current <br />mining system and surface facilities. We are currently in the <br />process of requesting bids for a longwall mining system and the <br />required surface coal handling modification. <br />Relocation of the office, shop, and warehouse was approved by <br />Gunnison County and Colorado Division of Minerals and Geology last <br />summer and fall. We did not receive the approval by DMG in time to <br />start construction in the fall, but plan to do so, as soon as <br />weather allows, this spring. <br />Relocation of additional existing facilities, also as soon as <br />possible, would help prepare the site for construction planned for <br />the surface coal handling modifications. Site preparation items <br />that must occur early in the schedule would include relocation of <br />the substation, relocation of the DMEA 46kv power line, relocation <br />of the explosives magazines, and replacement of the 42-inch, 500- <br />feet-per-minute belt. <br />The new substation would be south of the existing office. The new <br />power line would be routed farther up the hill on each side of the <br />Elk Creek Canyon to provide additional safety clearance across the <br />facilities area. The new explosives magazines would be father up <br />Elk Creek Canyon, which would be farther away from public access. <br />We have received approval from the Army Corps of Engineers for <br />extension of the Elk Creek culvert, and we could begin site <br />preparation earthwork in the Elk Creek Coal Stockpile area, at <br />least to the extent approved by Gunnison County Land Use Change <br />1991-37 and Colorado Division of Minerals and Geology TR-09. We <br />would also like to begin replacement of the existing overland <br />conveyor from the Sanborn Creek Mine portals.
