Our o$ice has the following comments concerning the proposed action. . <br />As noted in a letter to your office dated 09 Apri197 from the United States Fish and Wrldlife <br />Service, the.proposed mining area wr7lbe adjacent to (approximately 1/4 mile) a Mexican spotted <br />owl (Stria. occidentalis.lucida)nesring site. In addition,. a portion of the proposed mine is within a <br />"Protected Activity Center" .:Due to the owl's status as a FederaVState listed threatened species,. <br />we would strongly encourage an informal conference with DMG, the applicant, USFWS, and <br />BLM to discuss impacts and appropriate mitigation. <br />With respect to the application, CROW has concerns abota extending the existing mine's <br />reclamation plan. According to a letter dated 26 Aug 86, the existing mine was established at an <br />abandoned quarry site and therefore had significantly reduced habitat quality. The existing . <br />reclamation plan appears particularly site specific to the existing mine, and the development of <br />that plan seems constrained by the hmiiations of ruing an existing quarry. <br />Unlike the existing mine, thepzoposed site is an azea of high quality foothills habitat and adjacent <br />to a proposed Bureau of Land Management wilderness study azea. Zhe proposed site and adjacent <br />lands support a diverse assemblage ofwitrtlifP species inchrding beaz, deaz, turkey, mountain lion, <br />and raptors.
