Dudash: <br />The purpose of this lettu is to provide final comment to the Division of Minerals and Geology regazding <br />the above referenced coal mine permit. The comments axe in regard to the adequacy review responses from <br />Bowie Resources transmitted by your letter of January 26, 2001. <br />I concur with your comments expressed in the letter of February 5, 2001 to Ivfr. Bear that the response <br />by Bowie Resources does not adequately provide the ass[trances fox a complete and comprehensive motitoring <br />plan of the Bruce Pazk dam. The commitment by Bowie Resources would be stronger if deadline dates fox <br />completing the subsurface investigations and the seismicity study of the Bruce Park dam were stipulated in the <br />permit. Based on the revised plan, training of the edit neazest the Bruce Paxk Dam begins June, 2002, a relatively <br />short time frame for the work needing completed. In order to have a complete and comprehensive monitoring <br />plan in place before mining begins in [he edit the following four items must be done: <br />• The subsurface drilling and insthuentation program submitted by fax on November 14, 2000 <br />from GEI Consultants. <br />• A comprehensive report of the seismic evaluation of the Bruce Park dam including geologic <br />features adjacent to the structure that may effect safety of the dam. <br />• An approved monitoring plan outlining the various required instrument types as well as a schedule <br />fox measurement and reporting results. <br />• Gathering baseline data before the training proceeds inside a 1 mile radius of the dam. <br />Deadline dates for completing the above listed items are also necessary to insure sufficient time is <br />available fox our review of the monitoring plan, make revisions and Bowie Resources to gather baseline data. <br />Therefore, I recommend the following target dates be considered: <br />• The drilling program including installation of piezometers or other down-hole instrumentation be <br />completed iri its entirety no later than August 1, 2001. <br />• The report of the results for the investigation and seismic evaluation of the structure including <br />recommendations for any additional instrumentation be submitted for review no later than <br />October 1, 2001. <br />Installation of any additional instrumentation be complete and the final instrumentation plan <br />submitted for review no later than December 1, 2001. <br />
