Crick, Reclamation Specialist <br />Re: General Reclamation Plan for Mine Waste Stockpile, Coal Ridge <br />No. 1 C-89-065, Permit Revision 1 <br />Dear Mr. Crick: <br />With respect to your letter dated October 2, 1990, NCEC is <br />providing the following General plan for potential reclamation of <br />the mine waste stockpile, as discussed at the meeting with MLRD <br />personnel on October 9. <br />The general plan will permit full reclamation of the maximum <br />stockpile size of 15,000 cubic yards. However, should reclamation <br />of the mine site be required, approximately 10,000 cubic yards of <br />material will be required from the waste stockpile to reclaim the <br />two portal pads to obtain approximate original contours. This <br />general plan, however, assumes the pile will be at its maximum <br />capacity of 15,000 cubic yards at the time of reclamation. <br />Section 4.3.3.4.5 of the Permit Revision discusses the general <br />construction of the stockpile pad, construction of the stockpile, <br />diversion of runoff from the 100 year precipitation event, and <br />quarterly inspection and reporting by a professional engineer, <br />according to the CMLR regulations listed in 2.05.3(8). The <br />proposed waste stockpile is described in Section 4.3.6 and is <br />located in Figure 4.2-3 and in more detail in Plate 4-1. <br />As required by the regulations, any waste stockpile must be <br />protected from runoff due to a 100 year precipitation event. NCEC <br />commits to further upgrading of ditches below the stockpile.to <br />convey the 100 year discharge to the sediment pond. The ditches <br />will be designed and modified according to assumptions provided in <br />Section 4.3.3.4.5 (of the permit revision) for ditches above the <br />stockpile. <br />In addition to proper construction and runoff diversion, the <br />stockpile must be covered with four feet of non-toxic cover <br />material.
