The Division has reviewed the submittal and has <br />the following adequacy questions. <br />The Division agrees that the exact locations of the test plots can be surveyed <br />in at the time they are planted and a map submitted under a separate minor <br />revision. The Division would, however, like Colowyo to provide a map <br />with the approximate locations of the test plots with this revision (prior to <br />planting). <br />2. The Division is still of the opinion that the physical and chemical properties of <br />the overburden will have considerable bearing on the plant response in the test <br />plots. Essentially, Colowyo is proposing to use a thin (six inch} layer of <br />overburden material as a suitable plant growth medium (over the topsoil). As <br />such, the requirements of Rule 4.06.2(4)(a) must be followed. Rule <br />4.06.2(4)(a) basically states that the use of overburden in place o topsoil is <br />acceptable if chemical testing warrants such a replacement. <br />Additionally, the Division is under the assumption that if the tests are <br />successful, Colowyo will implement this practice on a larger scale, as a part of <br />their overall reclamation plan. If this practice were implemented on a larger <br />scale, the requirement for testing the overburden would also be required for <br />use as topsoil on the larger scale.
