MANAGEMENT <br />Enclosed is an application for a technical revision to provide for the installation of 15 gob <br />vent boreholes and the associated construction of light use roads and drill sites. This <br />revision also incorporates new, upgraded and refurbished light use roads and drill sites <br />into the permit that were disturbed under approved exploration drilling permits. These <br />light use roads and drill sites are encompassed by the permit boundary and will be <br />utilized to access gob vent boreholes and hydrologic monitoring stations. <br />Associated Permit Actions <br />Technical Revision Number 17 approved the installation of five gob vent boreholes and <br />associated light use roads and drill sites. A generic sedimentation control plan for the <br />drill sites was also incorporated into the permit. The typical sediment fence <br />configuration, berms and ditches for various drill site slopes are shown on Map 36. <br />Technical Revision Number 11 approved construction of three gob vent boreholes for <br />longwall panel D-1. This permit action incorporated three typical GVB sketches into the <br />permit. They included a section view of a typical borehole and a plan and elevation view <br />of the surface piping. <br />Project Description <br />Gob ventilation boreholes (GVB's) have been proven as an effective means of removing <br />methane from gob areas, thus helping the mine ventilation system. Up to three GVB's <br />will be located above each longwall panel. No flow is expected from a GVB until the hole <br />is intersected by the gob. Once undermined, a GVB begins its active period. The GVB's <br />are expected to freely vent methane, therefore use of exhaust pumps is not anticipated. <br />The GVB's are periodically monitored. Upon BRL's determination, when a GVB is no <br />
