Townsend, Montrose, CO 41^,q'L-(pi-~ <br />Conversion application to continue extracting <br />materials from pit owned by Uncompahgre Valley <br />Water Users Association <br />Dear Sirs: <br />This firm represents a land owner adjoining the property <br />owned by the Water Users Association in Montrose County. Ms. <br />Sandra Galbreth owns approximately 36 acres which joins the Water <br />Users property on the west. Because of the way Western Gravel, <br />Inc. has treated its neighbors in the community in the past, she is <br />very much opposed to any extension or conversion of their right to <br />continue operating the gravel pit for the following reasons. <br />A. It is my understanding that Colorado law requires <br />that neighboring property owners be notified when such a project is <br />commenced. Neither the Water Users nor Western Gravel gave anyone <br />any notice that this project was being started. <br />B. Along the boundary fence between Ms. Galbreth's <br />property and Water Users property, Western Gravel has created an <br />extremely unsightly dump for their trash and worn out machinery. <br />What was once beautiful farmland now adjoins Western Gravel's dump. <br />Ms. Galbreth's property has depreciated in value and she had been <br />advised by realtors in Montrose that its value is considerably less <br />than it once was. directly because of Western Gravel's dump and <br />their unsightly operation. <br />While Mr. Hockitt, a director of the Water Users <br />Association, has been very cooperative in removing items of junk <br />that belong to the Water Users Association, when asked if he could <br />do something about this unsightly dump, states that all he could do <br />was to ask Western Gravel to take care of it because it was their <br />property and they had placed it there.
