iii iiiiiiiiuiii iii
999

1.0 INTRODUCTION
March 2000 -I- 993-2099.150
CC&V operates the Cresson Project, located in Teller County, Colorado, near the city of
Victor. The Cresson Project is a mining and ore beneficiation facility which is comprised
of surface mines as well as a valley leach facility (VLF), an adsorption, desorption,
recovery (ADR) plant, and associated infrastructure, all of which were designed and
constructed to meet or exceed the requirements established by C.R.S. §34-32-101 et seq.
and regulations promulgated thereunder by the Mined Land Reclamation Board (NLRB).
The existing Cresson Project was constructed in phases from 1994 through 1999 (Phases I
through III). Phases I and II were permitted in 1994, and constructed during the 1994
through 1996 construction seasons. Phase III was permitted in 1999 and construction was
initiated the same year, with completion scheduled for 2000. CC&V is proposing to
further extend the ore beneficiation operations to accommodate additional ore identified
within the mine areas. This report presents the design for the proposed addition of
approximately 7.8 million (surface area corrected for slope) square feet of lined leach area
to the north and east of Phase I, Phase II, and Phase III, in an area referred to as Phase IV.
For this amendment, CC&V is proposing to increase the maximum depth of stacked ore on
the existing phases and Phase IV VLF extension to 590 feet. In addition, the Phase IV
area includes a new internal PSSA which is partially constructed on an ore slope.
This report presents the geotechnical data and analyses for the Phase IV extension.
Included in this report are the following appendices:
- Appendix A Field Investigation
• Appendix A-1 Phase IV Test Pit Logs
• Appendix A-2 Phase IV Test Hole Logs
• - Appendix B Laboratory Testing
I:\94~I0f•TFINAL REPOR'1@099MAIN3.DOC Golder Associates
