SHELTON, Director <br />70: Jim McArdle <br />FROM: Jim Pendleton <br />RE: Geotechnical <br />Supplemental <br />Review of EXXON's December 13, 1982, <br />Submittal to Their "Interim Site Plan" <br />----------(Amended Pursuant to Board Action, December 16, 1982)---------- <br />Pursuant to your request, I have completed a review of EXXON's latest <br />supplemental submittal, made on December 13th, in response to our letters <br />of comment of November 29th and 30th. EXXON's supplemental submittals <br />have resolved all but three of the geotechnical and hydrogeological <br />concerns addressed in my earlier memoranda. The Colorado Mined Land <br />Reclamation Board will be considering EXXON's amendment application <br />during the Board Metting on Thursday, December 16, 1982. In light of <br />this fact, I am forwarding my recommendations in the form of permit <br />stipulations, for your convenience in the event that the Board were to <br />approve the Colony amendment application. <br />Areas 5a & 19b: <br />My earlier memoranda have expressed concern regarding the "excess <br />fill", in EXXON's terms, which exists between the Davis Gulch falls and <br />the Tosco Flats surface facility area, which includes the old research <br />retort "Semi-works". As I observed in my memorandum of November 30, <br />1982, it is important that this fill slope be stabilized expeditiously. <br />EXXON expresses agreement with this opinion in their December 13th <br />submittal. However, in contrast with my recommended deadlines for <br />completion of the regrading design (Appril 30, 1983) and construction <br />(December 31, 1983), EXXON projects that final resolution of this matter <br />is impossible before 1984. EXXON does not, however, propose an <br />alternative deadline schedule. <br />The existence of this potentially unstable excess fill could <br />endanger the drainage facilities and the surface facilities near the <br />confluence of the Davis Gulch and Middle Fork channels. Therefore, I <br />believe it important to pursue analysis of the existing degree of hazard <br />represented by the fill's existing configuration. Following the <br />completion of the analysis, if the results warrant interim and/or <br />permanent regrading of the fill and reconstruction of any of the affected <br />drainage facilities, then the appropriate redesign and reconstruction <br />should be expeditiously completed. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
