~~~y,.~ IZI lv~~ <br />Page 2 <br />Memo to McArdle <br />Colony <br />In order to assure prompt pursuit of the tasks outlined above, by <br />EXXON, I believe it advisable, if the Board approves <br />the amendment, for the Board to impose the following stipulated <br />conditions upon that approval: <br />r~ Completion of an acceptable state-of-the-art mathematical <br />slope stability analysis of the "excess fill" mass, by EXXON, no <br />later than February 15, 1983. <br />/(2) Projection of possible slope failure and channel disruption <br />scenarios, including projection of probable health & safety hazards <br />and environmental impacts related thereto, by EXXON, no later than <br />March 31, 1983. <br />/(3) Preparation of an appropriate contingency plan to mitigate <br />the projected probable health & safety hazards and environmental <br />impacts determined during completion of (2) above, by EXXON, no <br />later than April 30, 1983. <br />/(4) Completion of an appropriate interim regrading plan for the <br />maintenance of the "excess fill" mass in its most stable condition, <br />as determined through completion of the slope stabilty analysis of <br />(1) above, by EXXON, no later than May 31, 1983. <br />/(5) Completion of any required interim regrading, in accordance <br />with the interim regrading plan developed in (4) above, by EXXON, <br />no later than December 31, 1983. <br />~6) Completion of a final regrading plan for the "excess fill" <br />mass and any additional effected areas and facilities, including <br />final surface drainage channelization plans for the effected <br />reaches and confluence of the Davis Gulch and Middle Fork channels, <br />by EXXON, no later than April 30, 1984. <br />/(7) Completion of the final regrading and construction of surface <br />drainage facilities designed during the completion of (6) above, by <br />EXXON, no later than December 31, 1984. <br />Area 19d: "Plant Access Road, Sta. 280 to 355" <br />In its December 13th supplemental submittal, EXXON stated its <br />commitment "to controlling erosion and sedimentation problems while <br />continuing to maintain the road drainage system." EXXON did not, <br />however, specifically respond to my concern regarding the incomplete <br />segment of roadway which exists in the vicinity of the boundary of Areas <br />9 and 19d. <br />
