Dept of Natural Resources <br />Blue Ribbon Coal Company hereby applies for a technical revision <br />to allow a change in design for a mine structure to bring about a <br />more stable condition for the existing mine bench. In recent months, <br />the outer edge of the mine bench has demonstrated increased insta- <br />bility. Our technical revision as designed would accomplish three <br />objectives. <br />First, mine bench stability would be improved for the operational <br />phase of the mine. Second, the stability solution would serve as a <br />long-term final reclamation configuration to insure the acceptability <br />of the existing reclamation plan. Finally, underground development <br />waste from Blue Ribbon and other coal mines in the vicinity is suitable <br />for a portion of the material which will be imported to accomplish a <br />stable shape. This will provide a correctly designed site for disposal <br />of underground development waste in the North Fork Valley. <br />The technical revision request is made pursuant to Section 2.08.4 <br />of the Colorado Mined Land Reclamation Board for coal mining. Because <br />the design allows for underground development waste to be used for a <br />portion of material requirements, this request is also made pursuant <br />to Section 4.09. First, the project history will be discussed, and <br />then a response is made rule by rule to the applicable regulations <br />referenced above. <br />When Blue Ribbon Coal Company was formed and the Blue Ribbon Mine <br />acquired in 1981, the first surface-related operating problem encoun- <br />tered was movement in the outer edge of the mine bench. Since the <br />first geo-technical analysis was started on September 23, 1981, the <br />mine bench movement has been monitored and damage repaired as necessary. <br />Due to the amount of movement which has been encountered during 1984, <br />corrective preliminary designs have been reviewed, which call for <br />substantial construction compared to previous work done for year-to- <br />year repairs. <br />
