Mr. Robert Liddle -2- August 9, 1984 <br />• Conclusions drawn from the preliminary analyses completed for <br />this upcoming construction were presented to the Division in a meeting <br />between Piessrs. Jim Pendleton and Bob Liddle, and, from Blue Ribbon, <br />Bill Tate and Larry Reschke, and a consultant, Ken *Syers with Rocky <br />Mountain Geotechnical, Inc. That meeting was held July 24, 1984. <br />Based on the preliminary information available that day and recommen- <br />dations from the Division, Blue Ribbon proceeded into the final design <br />stage for the bench stability project. Field work was concluded August 3, <br />1984. Rocky Mountain Geotechnical, Inc. was retained to head up the <br />final geo-technical analyses, including subsurface site investigations <br />and reconnaissance, laboratory testing, analysis and design. Design <br />includes the required construction plans for the project. <br />In an effort to complete a portion of the bench stability con- <br />struction in 1984, we are formally applying for the technical revision <br />prior to having the complete and final design available. For the <br />purposes of the technical revision application today, Appendix I <br />represents preliminary geo-technical analyses and design, as well as <br />information on sediment control and a reclamation plan discussion. <br />This appendix will be revised to include final data and design as soon <br />as it is available. References to the appendix will be designated <br />Appendix I-A and Appendix I-B, with the former relating to the pre- <br />liminary designs and the latter relating to the final designs which <br />will be submitted later. <br />• The technical revision request has been made in two phases in <br />order to make the Division as aware as possible of Blue Ribbon's intent <br />and to allow a preliminary Division review to proceed. As you know, <br />the Division's advice is welcome. It is Blue Ribbon's intent to accom- <br />plish the critical portion of the mine bench repair in 1984. Blue <br />Ribbon understands that Division approval can only be obtained after <br />the final design plan (Appendix 1-B) is reviewed by the Division. <br />Included in this formal request for a technical revision are the <br />following: <br />Rule 2.08.4 Responses <br />Rule 4.09 Responses <br />Appendix 1-A Preliminary geo-technical analyses and design, <br />information on sediment control and a reclama- <br />tion plan discussion. <br />Appendix 1-B Final version of all information presented in <br />Appendix 1-A. Field work, including aerial <br />photography, has been completed.
