Technical Revision No. 14 - <br />Revised Reclamation Plan <br />Raton Creek Mine -Your File No. C-82-055 <br />Dear Mr. Hernandez: <br />Energy Fuels Mining Company (EFMC) has received the Division's adequacy review letter for <br />proposed Technical Revision No. 14 (TR-14). The scope of the 27 adequacy review <br />questions exceeds the objectives of our proposed revision package, and for this reason we will <br />request deferred response to specific questions described below. In addition, the Division is <br />aware that EFMC is well underway with its reclamation work at Raton Creek, and because of <br />this we request expedited answers to proposed plans for postmining contours, surface drainage <br />systems, and retained facilities. <br />Technical Revision No. 14 proposes a change in the reclamation plan for the Raton Creek <br />Mine Site, specifically the No. 1 Mine (Helen Mine) area and associated highwall segments, <br />in response to Stipulation No. 11 of the Permit Renewal. Stipulation No. 1 I requires plans to <br />eliminate highwalls as allowed by current regulations. With submittal of TR-14, EFMC is <br />providing a plan for total elimination of the highwalls as well as updating other aspects of the <br />postmining site configuration. <br />EFMC requests that the following adequacy questions, listed by subject, be excluded from the <br />review process required to approve proposed TR-14. These questions are relevant to the long- <br />range reclamation plans for the site, and will be addressed in subsequent technical revisions. <br />a.
