Cattany <br />[NVision Director <br />Natu21 Resource Trustee <br />RE: Bowie No. 2 Mine, Permit No. C-1996-083, Bowie Resources LLC <br />Permit Revision No.10, Expand B-Seam Mine Plan to the North, Adequacy Review <br />Dear Mr. Bear: <br />The Colorado Division of Minerals and Geology (Division) has neazly finished its adequacy <br />review of Bowie Resources LLC's (BRL) submittal dated February 28, 2006 Y'or Permit Revision <br />No. 10 (PR-10) for the Bowie No. 2 Mine. One additional staff member is working on the review <br />and his comments will be forwarded as soon as they are available. The following are the <br />Division's questions and comments as well as those from other agencies and interested parties. <br />Rule 2.03 <br />The Division has conducted an Applicant Violator System (AVS) computer check of the <br />Bowie No. 2 Mine permit. The recommendation is to "issue". The Division will conduct <br />similar AVS checks at the time of the Division's proposed decision and at issuance time <br />for PR-10. <br />Rule 2.04.7 <br />2. As indicated in the PR-10 application, BRL intends to install additional ground water <br />monitoring wells in Hubbazd Creek north of the proposed mine plan azea. The Division <br />concurs, because of the northern extension of mining BRL will need to add additional down <br />gradient groundwater monitoring wells to the hydrologic monitoring plan. Please provide the <br />Division with the proposed plan for well installation prior to drilling and constmcting the new <br />wells. Also, please update the appropriate permit application text, including the completion <br />summary table. Groundwater monitoring of each aquifer above, within and, if potentially <br />impacted, below the lowest coal seam to be mined will be required in accordance with Rule <br />2.04.7(1). <br />3.
