Bowie Resources LLC PR-IO Preliminary Adequacy Review
Permit No. C-1996-083 Page 2 of 8
stream monitoring locations for these two streams. The new locations should be
upgradient of all proposed mining. For these new upgradient water monitoring locations,
baseline water monitoring, similar to that performed for the current stream stations, will
be needed, per Rule 2.04.7. Also, please revise the permit text and maps where
appropriate.
4. Rule 2.04.7(3) requires alternate water supply information if contamination, diminution
or interruption of a surface water source may result from the effects of mining. Since
mining effects could damage the main and saddle dams of the Terror Creek Reservoir, as
stated in Section 2.05.6(6)(b)(i)(C) of the revised permit text, please revise this section of
the permit text to include an appropriate discussion concerning the Terror Creek
Reservoir.
Rule 2.05.6
5. Please update the Probable Hydrologic Consequences section 2.05.6(3) of the permit
application to include a discussion of the hydrologic impacts of the operations proposed
in PR-10.
6. In order to assess the hydrologic impact of proposed limited extraction beneath a portion
of Hubbard Creek, the Division requests that BRL develop a mine water inflow
monitoring program, per Rule 2.05.6(3)(b)(iv). The monitoring program would include a
survey of locations and rates of flow of seeps in the limited extraction zone beneath
Hubbazd Creek. The appropriate permit text needs to be revised to describe this
monitoring program, including the methodology, a seep location map, seep rate of flow
measurements and the frequency of monitoring and reporting.
In Section 2.05.6(6)(a) of the permit application, please add the prehistoric campsite
designated as SDT1326 to the inventory of structures within the permit and adjacent
azeas.
8. Under Rule 2.05.6(6)(a), please add depictions and annotations of the Terror Creek Ditch
and the Deer Trail Ditch to Map 9, as they no longer appeaz to be presented on this map.
9. Although mentioned in Section 2.05.6(6)(a)(ii)(A) in the permit application, please add
brief descriptions for the Hughes Cabins, the Terror Ditch and for those applicable
portions of the Terror Creek road and the Hubbard Creek road. Also, please add a
reference to the Cultural Resources report as the description of prehistoric campsite
SDT1326.
