CONSTRUCTION OF B-PORTAL DESERADO MINE C-81-016
Dear Mr. Mathews:
Blue Mountain Energy (BME) hereby requests DMG's approval to consVuct a portal to make a slope
access to B-Seam. The slope will be used as an access Tor men and materials to the B-Seam which
will be developed in the near future. The new access is required as the MSHA regulations require that
escapeways have a slope of 9 degrees or less. The D Portal slope is at 14 degrees. This portal
location will replace the current proposed location of the B-Portal discussed in the permit. The new
portal will be driven into the hillside 100 feet to the southeast from the northeast corner of the change
house at the Deserado Mine facilities. The_attached Map 101, which replaces the existing Map 101,
shows the location of the new B Porfal. The new B Portal will be located within the area of
disturbance for the mine site with rio additional surface disturbance required. The new B Portal will
be cut into the existing pre-split highwall of the mine site. Slope stabilization will utilize roof bolts (rock
bolts) mesh, and gunite as necessary. The deGine slope to the B Seam will be driven at 159'e (8.5
degrees) and will be 450 feet long. The portal will be 18 feet wide and 10 feet high. Slope
development rock will consist of siltstones, carbonaceous shale, and coal. Total volume of slope
development rock will be 3000 yd'.
Map 101 also shows three entry extensions to the south of the proposed D-Seam to B-Seam access.
The slope from the B-Portal will connect with one of these entries.
The portal will be constructed with one of The continuous mining machines used underground that will
be fitted with a rock mining head. This machine will mine the entire deGine slope. No blasting is
anticipated. The rock from the decline slope will be hauled to and placed in the refuse disposal area.
`~~ ->
. , ,..,
405 Urban Street, Suite °?rJ5
hkewood, LO 3tP~S
Telephone 30i/96S=X~"_'(i
Faz ?IJi/9368147
