OF MINERALS <br />8 GEOLOGY <br />Subject: Comments and Objection to issues of requested permit M-83-084, March <br />18, 1998 <br />Dear Mr. Long: <br />As concerned property owners who are adjacent to the Snowstonn Placer (M-83-084) <br />located in Park County, we inform you of our objection to granting the requested permit <br />application of March 18, 1998, which is attached. As stated, this application proposes to <br />increase the mine's disturbed area from 29 acres to 79.5 acres and exchange 12 acres of <br />undisturbed land for ]2.5 acres of disturbed land. A request is also made to restore <br />disturbed land as wildlife habitat rather than for future residential development. While <br />we recognize the importance of wildlife habitat, we do not thin}: this proposal has validity <br />under the current mining conditions. <br />The following specific requests and objections are based on the official amendment <br />request and on the Minerals and Rules and Regulations of the Colorado Mined Land <br />Reclamation Board (CMLRB) promulgated October 1995. We understand the deadline <br />for comments is August 27, 1998. <br />• Informal Conference. 1.4.6 <br />As obiectors to the amendment, we request an informal conference to address the <br />stated issues. Each of the signatories to this letter can be expected to attend, and we <br />ask that the Division of Minerals and Geology (DOMAG) request a representative of <br />the Park County Commissioners to also attend. <br />• Public Notice and New Notice to the Public, ].6.6 <br />It appears that the original documents that were to be available in Park County were <br />not readily available to the Public. While there may be an explanation, the <br />appearance of failure to adequately inform affected landowners was present. We <br />were, however, appreciative of the efforts by DOMAG to provide the necessary <br />material for review. In the future, it seems that a more reliable process of assuring <br />that local information is available, should be implemented. <br />As local landowners and others who are no+v affected b}' expanded operations, .+'e <br />feel the permit would further impact our property values and living conditions. The <br />mine noise level has increased from previous operations and is now a major issue. <br />
