~s~~
- ~~_t~>nll
t~~.
- - A 5rrbsrdran~
of
Wer(ern fuels
Arwcin(ron, inc.
Mr. Dan Mathews
Division of Minerals & Geology
2148 &oadway, #C5
Grand Junction, CO 81503
Dear Mr. Mathews:
III IIIIIIIIIIIIIIII
999
February 20, 1996

~•~, -
,,
Division a(~!i~srsls 6 Ge01Cay
Grand Jungio~
This letter is in response to you comments regarding our proposed coal laydown area.
Site Location: We have looked at alternative sites but this particular area is far better suited for this
project. It allows us to minimize the potential conflict between our D-Portal area traffic and the
proposed truck loadout traffic.
Typical Cross Sections: I am faxing a portion of Permit Map #67 which shows a typical road section,
including the adjacent ditch, which we will use as a basis for our construction of this new road.
Modification to Plan Vlew: Included with this letter is a revised Plan Yew which shows these areas
more clearly. Topsoil will be stripped to a depth of 6° in all area proposed for disturbance. Topsoil
will be stored as shown on the attached Plan Yew with a containment berm surrounding it.
Pond: Unfortunatey, the existing pond is not positioned where we would be able to utilize it as a
containment structure for the laydown Area. However, we have modified our pond design to sully
contain the 25 year event, as suggested, which is 0.06 acre-feet. A copy of the pond/ditch design
map and a SEDCAD run for emergency spillway are enclosed.
Road Design: The as-built designs for the existing road along the conveyor are shown on Permit
Maps #114 and #114A. This road meets all applicable performance standards of Rule 4.0.3.1, and
will be adequate for The temporary use we are proposing. The road will be maintained as per the
performance standard. Typical sections for the portion of the Haul Road to be used prior to the
conveyor road access are shown on Permit Map #67. Performance standards listed in Rule 4.03.1
shall be complied with for the constructon of fhe new road.
Suite #305
405 Urban Street
lakewood, Colorado 80238
Telephone 303/988-96?6
Telecopier 303/986-8147
